This is a garter ring with frills.

It is basically sized to fit Celestia's thigh, but can be scaled to fit other body parts as well.

The Prefab essentially includes an MA Bone Proxy component targeted at the Left Upper Leg.

This component can be removed and manually inserted into other parts as well.
